Since 1985, the Tully
family has been expanding its horizons
into the waste management industry.
It began when Willets Point Contracting
bid its first project in 1985, Tully
Construction continued to and Tully
Environmental does continue to pursue
contracts with municipalities for
disposition and recycling of waste
materials. This is a dynamic industry
as many cities and counties are spending
millions of dollars to manage their
waste. Two projects of note that have
been completed by Tully and/or Willets
Point are the waste transfer operations
for the Town of Oyster Bay and Bergen
County Utilities Authority this was
a Joint Venture between Willets Point
and Tully Construction. These contracts
had combined values of over 150 Million
Dollars.
Responsibilities
on the Oyster Bay project included
the construction of the town's transfer
station at 200 Clairmont Road in Old
Bethpage, Long Island. This facility
was a 40,000 square foot modern baling
plant with the capability to recycle
waste. Once the transfer station was
completed, Tully provided transportation
and disposal for nearly 1600 tons
per day of municipal solid waste for
a two and half year period at the
transfer station. The scope of work
also included operation and maintenance
of (3) 1041 HRB Balers, (2) 950 Caterpillar
front end loaders, (2) 560 Dresser
front end loaders, (100) flat bed
trailers and (40) walking floor trailers
of up to 100 cubic yards of capacity
for over the road hauling of waste.
Willets Point and
Tully in a Joint Venture also operated
the Bergen County Utilities Authority
Transfer Station in Lyndhurst, New
Jersey. Willets Point and Tully Construction
were contracted to supply all personnel
and equipment to operate the temporary
transfer station until the county
could complete the new transfer station
which they themselves would operate.
Willets Point was also the primary
contractor to haul and dispose of
waste.
The joint venture
operated this transfer station for
nine months, handling up to 4,500
tons daily of municipal solid waste
for the residents of Bergen County
(Willets/Tully processed over 900,000
Tons of MSW during this contract).
Material was loaded loose into solid
waste transfer trailers. Our personnel
operated (6) Dresser 560 front-end
loaders, 24 hours a day or as required,
to dispose of the County's waste at
various landfills on the East Coast.
Tully has used landfills in the states
of Pennsylvania, Ohio, Indiana, Kentucky,
Michigan, Virginia, New Jersey, New
York and West Virginia and has transported
waste by utilizing both over the road
and rail transportation.
Tully Construction independently reacquired
the Town of Oyster Bay project Willets
Point Contracting had this same project
from 1985 to 1988 in the year
1993 after both Waste Management,
the largest waste handling company
in the world, and B.F.I., (Now Allied
Environmental) the second largest,
had the contract for over 5 years.
Tully processed, loaded, transported
and disposed of over 160,000 tons
of solid waste during this contract.
Presently, Tully
Environmental has a permit to run
its own transfer station in Queens
New York and has been awarded a 35
million dollar contract by the New
York City, Department of Sanitation,
to haul and dispose of 900 tons per
day of solid waste from the Borough
of Queens, New York City. With change
orders this contract will be an 80
million dollar contract when it is
completed.
Biosolids
Management and Disposal
Tully Construction
saw a new opportunity in the area
of Biosolid Management. Tully’s
first contract in this upcoming field
was to haul and dispose of dewatered
sludge cake from the Nassau County
Water Pollution Control Plant in 1991.
The facility is located in Wantagh,
New York and the project had contract
value of over fifteen million dollars.
In 1991, Tully Construction
Co., Inc., in a Joint Venture with
Hydropress N-Viro Services, Inc.,
formerly a subsidiary of Mid-American
Waste Systems, Inc., submitted a proposal
to Westchester County to recycle their
bio-solids. The joint venture was
selected in 1994 by the County of
Westchester to provide bio-solid management
services; a contract valued at several
hundred million dollars. This 23-year
contract provides for the beneficial
reuse of the county’s bio-solid
using the patented N-Viro process.
The joint venture also provides loading
and transportation services under
this contract. Additionally, the Joint
Venture has a contract to recycle
bio-solids for New York City, Department
of Environmental Protection. This
contract is for 15 years and is worth
over $100,000,000 dollars.
Tully Construction
Co., Inc., has managed wastewater
bio-solids for the City of Long Beach,
New York, City of Glen Cove, New York,
Cities of Stamford and Greenwich,
Connecticut, County of Rockland, Town
of Orangetown and County of Nassau,
New York. The combined contract values
are over ten million dollars.
Tully Construction
Co., Inc. has just recently completed
a $9,000,000 contract with the City
of New York, Department of Environmental
Preservation to transport and dispose
of the grits and screenings from various
sewerage treatment plants around the
New York City.
